This article is for all Cities, States and Regions responding to the CDP questionnaire and outlines the steps needed to submit your organization’s response via the CDP Portal.
Important: you can explore, complete and review the questionnaire from disclosure launch. However, you will only be able to submit your response from the week commencing July 14. You will not be able to submit your questionnaire until that date.

Once you have set up and completed your questionnaire, the final step is to submit your response.
The deadline to submit your response to be eligible for CDP scoring for cities, states and regions is September 17 2025 at 23:59 International Dateline West (IDW). However, cities, states, and regions can continue to submit their responses until the platform closure date of November 19 2025.
In 2025, responses submitted in any language will be eligible for scoring, provided all other scoring criteria are met.
Submission Lead pre-requisite steps
In order to proceed with your response submission, one person from your organization will need to have the role of Submission Lead. To find out more about allocating a Submission Lead, please visit our article on managing roles as a Discloser.
How to submit your response (Submission Lead only)
Sign in and navigate to the questionnaire
Follow the steps below to submit your questionnaire response. Please note, only the Submission Lead can submit the organization’s response.
Sign in to your account on the CDP Portal and navigate to the questionnaire page. From here, navigate to and click the ‘Submit questionnaire’ button, located at the top right hand side of the questionnaire page.
Review your questionnaire response
Next, review your questionnaire response by viewing the percentage completion and the status of each question.
Within the ‘Section overview’ page you will be able to review the different section breakdown. Once you have done this, click ‘Continue’. You may then see the following:
Incomplete questionnaire – Your questionnaire is not completed
If your questionnaire is not completed, this step will show the active sections and their respective percentage of unanswered questions.
If you have finished the questionnaire, this step will list all the sections similarly and indicate the percentage of questions answered. To submit, click on ‘Submit anyway’.
Once you have reviewed the section breakdown, you will need to confirm whether all mandatory questions have been answered. If all mandatory questions have not been filled, you will not be able to proceed to the next step.
To confirm skipped questions:
- Review the status and non-mandatory questions that are missing responses. Click ‘Submit anyway’ to proceed or,
- Review status and mandatory questions that are missing responses. Click ‘Cancel’ and fill out mandatory questions before submission.
Please make sure you answer all mandatory questions, and the first rows of these questions are not blank. You will need to move answers up to the first row if they are. These mandatory questions are:
- 1.1 What language are you submitting your response in?
- 2.1.1 column 3 ‘Confirm attachment/link provided to assessment’
- 3.1.1 column 3 ‘Status of main community-wide inventory attachment and/or direct link’
- 3.1.1 column 7/8 ‘Primary protocol/framework to compile main inventory’
- 6.1.1 column 2 ‘Target type’
- 8.1.1 column 4 ‘Confirm attachment/link provided to plan’
Please note, there are also some questions that are mandatory for certain initiatives, such as the Global Covenant of Mayors and Race to Resilience. For a full list of these, please consult our Frameworks, Projects and Initiatives mapping article.
Review submission type: Response privacy
The next step in submitting the questionnaire is to choose the response publicity for the answers provided*. You will also be presented with links to our terms of disclosure and information regarding scoring.
You can select for your response to either be Public or Non-Public option as displayed in the image below:
*Please note that States and Regions are not eligible to submit non-publicly and will not see this as an option. Additionally, Cities, States and Regions are not able to change their response privacy after submission.
Submit your response
After choosing the appropriate option for your submission type, the final step is to submit your response. Click ‘Continue’ to proceed to the final stage of the submission. Once you have submitted your response, you will see a confirmation screen as below. You must submit your response by September 17, 2025 23:59 International Dateline West (IDW) in order to be eligible for scoring. The latest date to submit your 2024 response to CDP-ICLEI Track (cities) or the States and Regions questionnaire is November 19.
